Tiered homestead exemptions for disabled veterans

On top of Louisiana's standard homestead exemption, a veteran rated 50% to 69% has the next $2,500 of assessed valuation exempted, a veteran rated 70% to 99% has the next $4,500 exempted, and a veteran rated 100%, including 100% through unemployability, is exempt from all ad valorem taxation on the home except certain municipal assessments.

Assessed value in Louisiana is 10% of market value, so the 50-69% tier shields $25,000 of market value and the 70-99% tier $45,000, beyond the standard exemption. File with the parish assessor; surviving spouses can retain qualifying exemptions.

Income tax on military retired pay

Federal retirement benefits received by military retirees are excluded from Louisiana taxable income, and benefits from a military Survivor Benefit Plan may be excluded as well. VA disability compensation is not taxable in Louisiana or any other state.

Title 29 dependent tuition exemption

Louisiana's Title 29 educational assistance exempts qualifying children of veterans, spouses of POW/MIA veterans, and surviving spouses and children of deceased veterans from tuition at Louisiana public colleges. More than 4,200 veteran dependents currently use it, and it can be combined with GI Bill benefits.

Eligibility is verified through a parish veterans service office, which issues the certificate the student presents to the school, so the parish VSO visit is the first step, not the registrar.

State civil service preference points

For original appointments to Louisiana state classified jobs, eligible applicants who meet minimum qualifications and testing requirements have five or ten points added to their final examination score for veterans' preference, with the higher tier tied to disability and certain survivor categories.

State veterans homes

Louisiana operates five state veterans homes covering every region: the Louisiana Veterans Home plus the Northeast, Northwest, Southeast, and Southwest Louisiana Veterans Homes. Residents rated 70% to 100% service-connected pay no monthly fees for their care.

Free hunting and fishing licenses

Military Family Assistance Fund

Louisiana's Military Family Assistance Fund pays need-based claims of up to $10,000 in a twelve-month period for eligible veterans, Guard and Reserve members, and immediate family who are Louisiana residents, covering rent or mortgage, utilities, vehicle payments, insurance, food, and other essentials, with payments made directly to service providers.

Louisiana built its disabled veteran property relief as a ladder rather than a cliff, and that design decision matters at every rating. At 50% the parish assessor adds $2,500 of assessed value to your homestead exemption, at 70% it becomes $4,500, and at 100%, schedular or through individual unemployability, the ad valorem bill disappears except for certain municipal assessments. Because Louisiana assesses at 10% of market value, those middle tiers translate to $25,000 and $45,000 of sheltered market value, meaningful in a state where the standard homestead exemption already covers the first $75,000. The veterans who lose out are the ones who never re-file: the tiers came from a 2022 constitutional amendment, and a 70% veteran still carrying only the standard exemption is donating money to the parish every year. Confirm what rating the assessor has on file, and if your conditions have worsened, check the combined rating math first.

Everything else in the stack is regionally distributed with unusual care. Five homes, five cemeteries, one of each in every corner of the state, and at a 70% rating the veterans homes charge no monthly fees at all, which turns Louisiana into one of the cheaper long-term-care propositions in the South for a disabled veteran. Retired pay escapes Louisiana income tax entirely, survivor benefit payments included, and disability compensation is untaxed everywhere, per is VA disability taxable. Families should also register the Title 29 tuition exemption correctly: it runs through the parish veterans service office, not the university, and it stacks with the Post-9/11 GI Bill, so a dependent can hold both a state tuition certificate and transferred federal months.

The commonly missed program is the Military Family Assistance Fund. Ten thousand dollars per twelve-month period is among the largest state hardship benefits in the country, yet claims go through a monthly board and pay vendors directly, so it works best when filed early in a crisis rather than after the eviction notice. Hurricane country makes that timing advice more than theoretical.
