South Carolina Veteran Benefits

South Carolina exempts a permanently and totally disabled veteran's home, up to five acres of land, and up to two vehicles from property tax, effective from the year the disability was rated rather than the year the paperwork clears.

What South Carolina adds, benefit by benefit

Your federal VA benefits travel with you to any state. Everything below is the second stack: what South Carolina itself offers, each item checked against the state's own official source on the date shown.

Full exemption on home, land, and vehicles

Veterans with a total, permanent, service-connected disability claim a property tax exemption on the dwelling they live in, the lot up to five acres, and up to two private passenger vehicles. The applicant must occupy the home and hold the 4 percent legal residence assessment. A 2024 expansion makes the exemption effective from the year the veteran became disabled, with a rolling two-year lookback for refunds, and surviving spouses can claim it the same way whether or not the veteran ever applied.

Because the exemption reaches back to the disability date, veterans rated in prior years can pursue refunds on a rolling basis: an application filed in 2025 can reach back to the 2023 tax year at the earliest, and the refund is conditioned on the taxes having been paid on time.

State income tax on military retirement

All military retirement pay included in taxable income is exempt from South Carolina individual income tax, no matter the recipient's age, and a surviving spouse receiving military retirement income can claim the exemption too. The full deduction took effect with tax year 2022. VA disability compensation never enters federal adjusted gross income, so the state never sees it.

Free tuition for children of certain war veterans

Children 26 or younger of veterans who were killed in action, died in service or from service-connected causes, are POW or MIA, are permanently and totally disabled, received the Medal of Honor, or were awarded the Purple Heart for combat wounds attend South Carolina state-supported colleges and all 16 technical colleges on a tuition waiver. The student and veteran generally need 12 continuous months of South Carolina residency, with a lifetime-residency route for children born and raised in the state.

Six state veterans homes

South Carolina has six state veterans nursing homes: the E. Roy Stone Veterans Pavilion in Columbia, Veterans' Victory House in Walterboro, the Richard Michael Campbell home in Anderson, Veteran Village in Florence, Palmetto Patriots Home in Gaffney, and Patriot's Village in Sumter. Admission is limited to veterans separated under general or honorable conditions who are South Carolina citizens needing skilled or intermediate nursing care.

M.J. Dolly Cooper Veterans Cemetery

The state's only veterans cemetery, opened in December 2007 on 57 acres in Anderson, charges nothing for the veteran's plot, grave liner, permanent marker, or opening and closing of the grave; spouses and eligible children are interred for a $300 fee.

The state that backdates its generosity

Most property tax exemptions start when your application is approved; South Carolina’s starts when your disability did. Since the 2023 law made the exemption effective from the year of the qualifying rating, retroactive to 2022, a veteran rated permanent and total in March who closed on a house in June is not stuck paying that year’s bill, and one who paid taxes for a year or two while the claim was pending can go back for refunds. That single design choice, rare among the states, converts a slow VA decision from pure loss into recoverable money. It pairs naturally with the scope of the exemption itself, which covers not just the house but up to five acres and two vehicles, a combination that fits the rural acreage a lot of Upstate and Pee Dee veterans actually own.

The income side is now simple: military retired pay is fully deductible at any age, which, alongside untaxed disability compensation, means a retired couple around Charleston’s joint base can hold their recurring income almost entirely outside the state tax system. The mechanics of why disability pay stays untaxed everywhere are in the VA disability tax guide, and the rating that drives both the exemption and the monthly check is laid out in the current pay tables.

The free tuition program is broader than its equivalents elsewhere in one specific way: a combat Purple Heart qualifies the veteran’s children, not just death, capture, or total disability. Families comparing it against transferred federal entitlement should read the Post-9/11 GI Bill guide first, because the state waiver covers tuition only, and sequencing the two determines whether housing allowance money gets used or wasted.

What veterans miss here most often is the surviving spouse rule: the exemption can be claimed by the spouse even if the veteran never filed, so a widow reviewing an old tax bill should not assume the window closed with the veteran. And with a single state cemetery, in Anderson, families elsewhere in the state should decide early between it and the federal options described in the burial and memorial benefits guide.

Where to apply

State benefits are administered by the state, not by VA, so the applications above run through South Carolina Department of Veterans' Affairs or the specific agency named in each source link. A free VA-accredited representative or VSO in South Carolina will know both stacks, the federal claim and the state paperwork, and charges nothing to help with either.
